The Shogunate Government made him director of the Shoheiko in Yedo, a Confucian College maintained by the Shogunate. Was also tutor to the Shogun and wakadoshi-yori (vice-minister) in the Shogunate regime. After the restoration of the Imperial regime in 1868, he was appointed tutor to Emperor Meiji. Was also Chairman of the Government Council. Chief Administrator of Internal Affairs and a member of the Advisory Council. Participated in the establishment of the Peers Association and the No.15 State Bank.
