Graduated St. Petersburg Naval Cadet School. 1925 graduated Leningrad Naval Academy, and Naval Engineering College.

1943-1946 corresponding member, USSR Academy of Science. Since 1960 Deputy Chairman, Committee Lenin Prizes for Science and Technology, USSR Council of Ministers. Chairman, All-Union ScL Council of Radio Physics and Radio Engineering, USSR Academy of Science.
Chairman, Popov All-Union Science Technology Society of Radio Engineering and Electronic Communications. Specialist in radio engineer. Main works deal with development of theories and methods of design and calculation of tube generators, frequency stabilization, amplification and control of oscillation in tube generators.
1914-1918 submarine navigator. 1918-1921 commanded submarine in Baltic Fleet. 1925-1926 instructor, advanced training courses for naval radio operators, then at Red Army Electrotechn.
