Alan Joubert is living the good life. His home and sloop, the Anne Bonney,is permanently docked in beautiful Coconut Grove, Florida. His life is punctuated by visits from his stunning girlfriend, Natalie. Anyone looking at Alan would say that he has it all figured out. Alan, however, has secrets. He isnt some beach bum going where the sea takes him but a highly trained special-operations agent with the CIAs Absolute Resolution program. He specializes in wet work and takes missions other agents dont have the skill, heart, or the stomach for. Alans operations in Central and South America were compromised. He was reassigned to the Asia Pacific division, but recent attacks by the Contras in Nicaragua have changed his handlers minds. They need Alan to keep the peace in Central America and stop the controversial groups reign of terror. As Alan takes on the Contras, he will realize a dark secret about their mission and their mysterious benefactors. Alan would do anything for his country. That might even mean going against the parameters of his mission and taking matters into his own hands!

While serving his second tour of duty in Vietnam, Marine Recon Captain Fortune' Alan Joubert is sheep dipped by the CIA, receiving orders to act as an operative for a mission called Operation Phoenix. At the end of a year locating his targets, the CIA lets him go home. Back in New Orleans, Joubert finds work on tugboats supporting oil rigs in the Gulf of Mexico. He works hard, saves his money, and buys a sailboat to run high-end charters between Florida and the Bahamas. Life looks good and peaceful for a while But one day, Jouberts CIA handler tracks him down, offering him deep cover and the chance to join the Absolute Resolution team, authorized to complete wet work in Central and South America for the security of the United States. Joubert trades one island for another, leaving the Bahamas and heading to Puerto Rico, where a separatist movement seeking independence threatens stability. As the mission heats up, so do tensions with a beautiful NCIS officer on Jouberts team.

The year is 1982. The place is Puerto Rico To many, Fortune Alan Joubert is a humble marine insurance consultant based out of Puerto Rico. Bereft at the loss of his fiancée, Alan spends his spare time visiting his many friends on the island, bodysurfing, and enjoying the beautiful beaches. People might say that he had a peaceful life. They would be wrong. Alan is in reality one of the most dangerous operatives for the CIAs Absolute Resolution program. He uses his job as a cover to travel across Central and South America, recovering sensitive information and eliminating any threats. The Cold War is still being waged, and Russian and Cuban operatives might get their hands on highly valuable information, and more importantly, weapons. In the course of his duties, Alan will be sent all over the world, from Venezuela to Mexico, Grenada to Colombia, Haiti to the Turk Caicos Islands, and even the stunning hotels of Bordeaux, France. Along the way, he will have to decide whom he can trust, with both his mission and his life.

Since his death in 2003, a complete volume of collected poetry has yet to appear. Dugan grew up in Jamaica, Queens, and served in World World War II, experiences which entered his poetry, though he was not a confessional poet. Dugan"s work was published in successive numbered collections under the simple title Poems.
Alan Dugan was married to the artist Judith Shahn, to whom he dedicated each of his books
He died on September 3, 2003, of pneumonia at age 80.

He lived in Truro, Massachusetts on Cape Cod, where he was a member of the Writing Committee of the Fine Arts Work Center.
