His first interest in the immediate postwar period was in problems of developing countries. Work at the department of Applied Economics, Cambridge, soon steered him towards national income accounting and in the early 1950s these two interests coalesced in work on the national income of
Nigeria. Public finance interests then began to develop, partly in relation to the United Kingdom and partly in relation to developing countries.
This work was the genesis of Public Finance in Theory and Practice, which has held its own as the premier public finance text for British students.
