Chen is an alumnus of Saint Paul"s Company-educational College. He received his Bachelor of Laws degree and Postgraduate Certificate in Laws from the Faculty of Law of The University of Hong Kong in 1980 and 1981 respectively. He received his Master of Laws degree from Harvard Law School in comparative law and theories of law and development in 1982.
He was the immediate past Dean of the Faculty of Law of The University of Hong Kong, where he currently serves as the Chair Professor in Constitutional Law. Chen was the Head of the University of Hong Kong Department of Law from 1993 to 1996. After the Department of Law became the Faculty of Law in 1996, he was the first Dean from 1996 to 2002.
Chen"s work is centered around jurisprudence, constitutional law, and comparative law.
He has published widely in both English and Chinese.

He is currently a member of the Hong Kong Basic Law Committee of the National People"s Congress Standing Committee, a member of the Law Reform Commission of Hong Kong, and a law professor at the University of Hong Kong.
