Helped establish one of the first health policy centers in the US, at Georgetown University, 1975. Helped design and implement one of the first successful Medi-Cal (Medicaid) managed care health plans in the US, in Santa Barbara, CenCal Health Plan, 1984. Worked on major nationwide health insurance proposal, Gary Hart Campaign, 1988. Helped prepare one of the first statewide universal health care coverage plans in US and CA, the Garamendi Plan, 1990. Established a pan-Asian (Vietnamese, Filipino, Indian) health plan, River City Health Plan, in Sacramento in 1994, and a multi-ethnic (Black, Middle Eastern and Indian) health plan, Care 1st in LA in 1996. Helped develop one of the first major managed health care regulatory agencies in the US in CA, 1997. Helped prepare an array of universal health care options for CA 2002. Prepared projections of health insurance coverage under Medicaid for all Californians, 2016.
