Studied at Portora Royal School, Enniskillen. By private tutor; Trinity College Dublin. Royal Military Academy, Woolwich.
Entered Royal Engineers. 1861, became Captain 1874, and Major 1881. Government, 1869-1871, in the construction of a causeway and swing-bridge connecting the island of St. George with the main island, for the successful completion of which works received the thanks of the Legislature and the acknowledgments of the Secretary of State for the Colonies.
Colonial Engineer of Natal, 1875. Member of Executive and Legislative Councils, 1876. Retired when Natal assumed responsible government, 1893.
M.L.A. Pietermaritzburg, 1897. Served Zulu War, 1879 (medal with clasp). Employed on survey of boundary between Orange Free State and Natal in 1884-1885.
Thanked by Secretary of State for Colonies for successfully carrying out that survey. Minister of Lands and Works and Minister of Defence, Natal, 1897-1899. Prime ' Minister and Minister of Lands and Works and Minister of Defence, 1899, resigned 1903. j Decorated for services generally and specially for assistance rendered to Imperial Government in connection with the war in South Africa.
