December 1905 active in armed revolt in Moscow. Several times arrested for revol activities. Exiled to Siberia; fled from exile and went abroad.
Fall 1917 returned to Russia. 1918-1920 member and candidate member, All-Russian Central Executive Committee. Worked for All-Russian Central Executive Committee’s Commission to Draft First Constitution.
1919-1928 admin, government and Party work. 1919-1920 head, Editor and Publ Department, All-Russian Metalworkers’ Union and coordinating ed of its publ house. 1921-1923 head, Editor and Publ Department, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee.
1923-1925 worked for Central Committee, All-Union Communist Party (Bolsheviks). Also dcp head, Russian Soviet Federative Socialist Republic State Publ House. 1925-1928 chairman, All-Union Press Committee.
Central Committee, All-Union Communist Party (Bolsheviks) plenipotentiary for radio broadcasting. 1928-1949 exec posts with Union of the Soviet Socialist Republics State Planning Committee. Pensioner.
