1899-1907 metalworker, Putilov Plant in Saint St. Petersburg. Simultaneously studied at the plant’s tech night school. 1904 joined Russian Social-Democratic Workers ’Party (Bolsheviks).
1906 member, Saint St. Petersburg Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. 1907-1909 full-time Party work. 1908 attended All-Russian Party Conference in Paris.
1 March 1909 arrested and permanently exiled to Eastern Siberia. Stayed there from 1910 to 1917 February Revol. In exile worked for the co-operative system and wrote reports for Zvezda and Pravda.
1917 elected assistant chairman, Verkhneudinsk Soviet of Workers, Peasants and Soldiers’ Deputy. Later town mayor; early 1918 chairman, Revol Tribunal in Baykal Region and member, Baykal Oblast Executive Committee. From late 1918, after collapse of Soviet regime in Siberia and Far East, emigrated to Mongolia and China.
From 1921 worked in the Far Eastern Republic. 1922 chairman. People's Assembly, Far Eastern Republic. 1921-1924 member and secretary.
Far Eastern Bureau, Central Committee Royal College of Physicians. From 1925 Russian Soviet Federative Socialist Republic Deputy People's Commissar of Trade. Deputy chief arbiter, Russian Soviet Federative Socialist Republic Council of People's Commissar.
