Graduate Party school in Longjumcau near Paris.
Worker; from early childhood worked as apprentice in casting shops at Libigkht Plant in Kazan’. 1905 joined Russian Social-Democratic Workers’ Party and sided with Bolsheviks. Soon rose to membership of plant and rayon Party comt.
From 1906 secretary, Metal Workers’ Union in Kazan’ and Bureau member, illegal Kazan' Trade-Union Council. 1907 arrested for membership of Russian Social-Democratic Workers’ Party and exiled to Vologda Province for two years. 1909-1910, after return from exile, worked in Baku and Balakhany oil fields.
Active in local Party organisation. 1911 sent to Party school in Longjumeau near Paris. After graduate returned to Party work in Russia.
1912 Kazan’ organisation deleg to Prague Russian Social-Democratic Workers’ Party Conference. Then worked for Petrograd organisation. Arrested and exiled to Vologda Province.
1914 conscripted into army. 1917 chairman, brigade, then div and army comt on Southwestern Front. From 1918 chairman, Tatar Trade-Union Council and member, Tatar Council of People's Commissar in Kazan’.
1921 at 4th All-Russian Trade-Union Congress elected to Presidium, All-Union Centr Trade-Union Council, of which for a number of years he was secretary and in 1930 deputy chairman. Member, Trade-Union International. Until 1930 deputy, Union of the Soviet Socialist Republics Supreme Economic Council.
Member, Anglo-Soviet Unity Committee. 1925 All-Union Centr Trade-Union Council representative at trade-union congress in Scarborough. Along with leadership of All-Union Centr Trade-Union Council took a right-wing stand on trade-union questions.
After 8th Trade Union Congress abandoned this stand. From 1931 worked for People's Commissariat of Workers and Peasants' Inspection. From 1934 with Soviet Control Commission.
At 10th Party Congress elected candidate member, Centr Control Commission. At 13th, 14th and 15th Party Congresses elected Central Committee member, at 16th candidate member, Central Committee, All-Union Communist Party (Bolsheviks). At 17th Congress elected member, Soviet Control Commission.
1930-1933 candidate member, Organization(s) Bureau, Central Committee, All-Union Communist Party (Bolsheviks). Arrested by State Security organs.
Religion doesn't give equal treatment to women and therefore contradicts basic human rights.
