In the 1930s, directed the construction of the Moscow-Volga canal. Deputy Minister of the Merchant Navy, and later Deputy Minister of Construction. Chief of the Construction Department of the NKVD. During World War II, in charge of military construction resources in the Ministry of Defence.
Head of Glavpromstroi (industrial construction), 1944, and other organizations which freely used slave labour during the Stalin years. Hero of Socialist Labour, 1949.
