From 1920 comissar, Tashkent Railroad. From 1921 Collegium member. People's Commissariat of Workers and Peasants’ Inspection and chairman of its Commission for Cooperation with Economy Organs.
Presidium member, All-Union Trade-Union Council. 1921 supported Ignatov during trade-union controversy. 1922-1929 chairman, Central Committee, Education Workers’ Trade Union.
From 1928 head, Organization(s) Department and Presidium member, All-Union Trade-Union Council. From 1929 chairman, Metal Trust. At 11th, 12th and 15th All-Union Communist Party (Bolsheviks) Congresses elected member, Centr Control Commission.
Arrested by State Security organs.
