At the age of 11 went to work at zinc and tin plant. Early 1918 joined Communist Youth League. Fought in Civil War; at the age of 15 went to the front as a volunteer.
Fought in defense of Pctrograd against General Yudcnich’s troops. After returning from Civil War did Communist Youth League work in Leningrad. From 1921 secretary, Bauman Rayon Communist Youth League Committee, Moscow.
From late 1924 secretary, Penza Province Communist Youth League Committee. Early 1926 sent to Leningrad and elected secretary, Moscow-Narva Rayon Communist Youth League Committee. Later elected secretary, Moscow Communist Youth League Committee.
1927 secretary, Central Committee, All-Union Communist Youth League. March 1929 elected sccr-general, Central Committee, All-Union Communist Youth League. At 15th All-Union Communist Party (Bolsheviks) Congress elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission.
At 16th Party Congress elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks). At 17th Party Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks). Member, Organization(s) Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
Member, Union of the Soviet Socialist Republics Central Executive Committee. When mass reprisals began (after Kirov’s murder) against government Party and Communist Youth League officials, Kosarev rejected claims that there were enemies of the people among the Party leaders. He protested against it and did his best to shield people from accusations.
19-22 November 1938 All-Union Communist Youth League Central Committee held a plenum, attended by Stalin, Molotov and Malenkov, at which Kosarev and other Communist Youth League leaders were accused of hostile activities and relieved of their posts. Kosarev was then arrested by State Security organs.
