From 1909 active in revol movement with Ukraine Socialist-Revolutionaries. 1917, with formation of Ukraine SocialistRevol Party, became one of the leaders of its left wing, the so-called “Left Bankists”, (subsequently the “Borotbisty”). Also member, Centr Rada, Kiev.
From November 1917 member, Central Committee, Ukraine Socialist’Revol Party. During 1917 October Revol took part in plot against Centr Rada aimed at establishing Soviet regime in Ukraine. Also directed underground movement against Skoropadsky Government.
During the Directorate worked to establish Soviet regime. 1919 People's Commissar of Education. During General Denikin’s rule was chief director of underground movement in Ukraine.
1920 elected member, Political Bureau member and Organization(s) Bureau member, Central Committee, Communist Party (Bolsheviks) Ukraine. Also Ukraine People's Commissar of Internal Affairs. Member, Revol Military Council, 14th Army.
Then chairman, Poltava Province Executive Committee. 1920 took part in talks to negotiate peace treaty with Poland. 1921-1923 Ukraine ambassador in Poland.
1923-1925 head, Agitation and Propaganda Department, Central Committee, Communist Party (Bolsheviks) Ukraine. 1925-1926 Ukraine People's Commissar of Education. 1926 accused of “Nationalist deviation”, later termed “Shumskyism”.
From 1927 chairman, Central Committee, Education Workers’ Union. Then rector, Institute of National Economy, Leningrad. Member, Central Committee, Communist Party(B)U Ukraine.
Member, Union of the Soviet Socialist Republics Central Executive Committee. From 1926 with All-Union Communist Party (Bolsheviks) deleg in Communist International. 1933 expelled from Party for nationalism and then arrested by State Security organs.
