Completed military educational.
From 1903 military service. 1902 joined revol movement. 1907-1908 twice arrested by Tsarist authorities.
1909 exiled to village Belorussian’skoye, Yeniseysk Province. 1910 fled abroad, joined Bolshevik for organisation. 1912 Russian Social-Democratic Workers’ Party Central Committee deleg member at Basel Congress.
Attended 1912 Cracow Conference of Central Committee, Russian Social-Democratic Workers’ Party and State Duma members. 1913 attended Poronin Conference. 1917 returned to Russia.
1917-1921 member, Russian Social-Democratic Workers’ Party (Mensheviks). 1918-1921 in Red Army. Simultaneously worked for Main Records Board.
1921-1924 with Workers and Peasants’ Inspection. 1924 appointed chairman. State Trade Committee and Collegium member, People's Commissariat of Foreign Trade.
1927-1933 Union of the Soviet Socialist Republics ambassador to Japan. Took part in Soviet-Japanese negotiations on the sale of the Chinese-Eastern Railroad, conclusion of an non-aggression treaty, et cetera Early 1933 appointed deputy chairman, Union of the Soviet Socialist Republics State Planning Committee.
November 1933, after reestablishment of United States-Soviet dipl relations. Appointed Union of the Soviet Socialist Republics ambassador to Washington. Held this post until 1939.
Then returned to Union of the Soviet Socialist Republics and engaged in lit and teaching work. Taught at Higher Diplomatic School, Minister of Foreign Affairs. From 1941 worked for Soviet Information Bureau.
Wrote a number of works on for policy.
