Graduate Aleshki Municipal College. From 1886 studied at agric college in Kherson.
From 1890 active in revol circles. 1893 arrested and spent six months in prison, followed by four years’ police surveillance. After release from prison carried out revol propaganda and helped found new revol circle in Kherson.
1895 re-arrested; from 1896 worked for zemstvo statistical department in Simbirsk and Ufa. 1897—1901 in Ufa directed group of Iskra supporters, then Bolsheviks, including Sviderskiy, Popov, the Boykovs, Velichkina, et cetera Also made the acquaintance of Lenin and Krupskaya.
1901 moved to Khar’kov and joined Khar’kov Party Committee. Late 1901 moved to Tula to evade police pursuit and continued Party work until his arrest in 1902. 1903, after five months’ imprisonment, exiled to Olonets Province.
1905 returned from exile to Ufa Province and worked as agronomist. During 1905-1907 Revol active in Ufa Russian Social-Democratic Workers ’Party (Bolsheviks) Organisation After 1917 February Revol member, Ufa Joint Russian Social-Democratic Workers’ Party Committee, then member, Ufa Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
Member, Ufa Soviet of Workers and Peasants’ Deputy. Chairman, Ufa Province Food Committee. Spokesman for Ufa Province and Uyezd former local government authority.
Chairman, reorganized Ufa City Duma. During 1917 October Revol member, Ufa Military Revol Committee. November 1917 summoned by Party Central Committee to Petrograd.
November 1917 appointed Deputy People's Commissar of Food. From early 1918 People's Commissar of Food. During Civil War directed food supply to Red Armv: late 1921-1928 deputy chairman.
Council of People's Commissar and Labor and Defense Council. 1922, after abolition of People's Commissariat of Food, appointed People's Commissar of Workers and Peasants’ Inspection. 1923 chairman, Union of the Soviet Socialist Republics State Planning Committee.
1925 appointed People's Commissar of Domestic and Foreign Trade. From 1922 also Presidium member, All-Russian Central Executive Committee. From 1923 Presidium member, Union of the Soviet Socialist Republics Central Executive Committee.
At 12th-15th Party Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks).
The hierarchical structure of most religions is anti-democratic, and thus offends basic human rights.
