November 1914 arrested at instigation of Duma’s Social-Democratic faction and exiled to Turukhansk Kray'. Returning from exile after 1917 February Revol, elected Bolshevik candidate to Petrograd City Duma. After 1917 October Revol chairman, Petrograd Food Board and comissar for provisioning Petrograd and Northern Oblast.
From 1921 chairman, Petrograd Consumers’ Union. From 1925 deputy chairman, Leningrad Province Executive Committee. From 1930 chairman, All-Union Consumers’ Association, Moscow Union of Consumers’ Associations, and deputy chairman, Moscow Soviet.
From 1936 admin work at People's Commissariat of Food Indiana. 1938-1943 chairman, Presidium, Russian Soviet Federative Socialist Republic Supreme Soviet and deputy chairman, Presidium, Union of the Soviet Socialist Republics Supreme Soviet. From 1943 Collegium member, Union of the Soviet Socialist Republics Ministry of Food Indiana.
At 11th-13th Party Congresses elected candidate member, and at 14th-18th Congresses full member, Central Committee, Russian Communist Party (Bolsheviks).
