1884 graduate Naval College. 1890 completed postgraduate studies at Saint St. Petersburg Naval Academy.
1884 joined Compass Department, Main Hydrographic Board, where he began research on compass deviation under I. P. Kolong. Subsequently specialized in ship theory. 1888 entered Shipbuilding Department, Saint St. Petersburg Naval Academy after a year’s practical training at a shipyard.
From 1890 associate, from 1892 lecturer in mathematics and ship theory, Saint St. Petersburg Naval Academy, where he worked for almost 50 years. Also taught at Saint St. Petersburg Polytech Institute and other higher educational establishments. From 1900 head, Model Testing Basin, where, inter alia, he experimented on the capsizability of a model of the battleship Petropavlovsli.
Also designed changes in the armor-plating of battleships to improve their buoyancy and stability. Devised techniques of determining the effect of roll on the accuracy of ships’ guns. 1908-1910, as Chief Inspector of Shipbuilding and chairman, Naval Technical Committee, co-dcsigned first Sebastopol class ships.
Introduced several innovations in ship design. 1910-1917, after resignation from Naval Technical Committee, worked as consultant, Metal Works, Obukhov Plant, Putilov Plant, et cetera From 1916 director, Main Physical Observatory and head
Main Naval Meteorological Board. From 1917 director Physics Laboratory (later Institute), Russian Academy of Sciences. From 1919 director, Naval Academy.
1921 sent abroad by Russian Academy of Sciences as member, Commission for the Restoration of Sciences Relations. While abroad also supervised the construction of ships ordered for the Soviet Navy. 1927 returned to Union of the Soviet Socialist Republics and resumed teaching post at Naval Academy and directorship of Institute of Physics, Union of the Soviet Socialist Republics Academy of Sciences.
