1937 graduated Tomsk Institute of Rail Transport Engineering.

Career

1955 member, Soviet delegation at Conference of Eastern Bloc Countries, Warsaw. Member, USSR Supreme Soviet delegation to Hungary. Deputy, Estonia Supreme Soviet of 1947, 1951, 1955 and 1959 convocation.

Deputy, USSR Supreme Soviet of 1954 and 1958 convocation. Member, Credentials Commission, Soviet of Nationalities, USSR Supreme Soviet of 1954 convocation. Since 1908 with parents in Siberian settlement.

1917-1924 apprentice fitter, sailor, stoker and electrician on Yenisey steamship line. 1924-1926 in Red Army. 1926-1931 government and Trade-Union posts.

1937-1941 engineer, Ordzhonikidze, Krasnoyarsk and Estonia Railroads. 1942-1945 worked for Central Committee, Communist Party Estonia, directing partisan diversionary activity in Estonia. 1945-1948 exec, posts, Central Committee, Communist Party Estonia.

1948-1949 Secretary, Central Committee, Communist Party Estonia. 1949-1951 Deputy Chairman, Estonia Soviet of Ministers. 1951-1961 Chairman, Estonia Soviet of Ministers.

1955-1961 Estonia Minister of Foreign Affairs.
