In 1890’s statistician for Kaluga, Oryol, Tver’ then Poltava zemstvos. Published a number of statistical works. 1901 exiled from Poltava and forbidden to engage in zemstvo work, contributed to journal “Russkoye bogatstvo”.
From 1904 worked on its ed comt. Sided with liberal Populists. Also sympathized with Socialist-Revol Party and contributed to its central organ “Revolyutsionnaya Rossiya”.
8 January 1905 member, public deputation which remonstrated with Svyato- polk-Mirskiy, Min of the Interior, and with the chairman of the Committee of Min Witte. Arrested in connection with this, imprisoned in Peter and Paul Fortress and then exiled to Pskov Province. After the 17 October 1905 Manifesto, returned to St. Petersburg and helped edit newspaper “Syn otechestsva”, although without joining the Socialist-Revol Party.
Co-founder and co-leader, People’s Socialist Party. June 1917, after the merger of this party with the Laborists (Trudoviks), member, Central Committee, Laborist People’s Socialist Party and edited its newspaper “Narodnoye slovo”. Member, Main Org Committee, All-Russian Peasant League.
May — August 1917 Min of Food in Provisional Government. Then assistant chairman, Pre-Parliament. After 1917 October Revol opposed Soviet regime.
Member. League for the Renaissance of Russia, which adopted “Narodnoye slovo” as its press organ. Assigned by the League to report on the operations of the Volunteer Army. 1921 worked for Ukraine Centr Statistical Bureau.
1922 deported from USSR for anti-Soviet activities. Lived in Riga, Prague and Berlin. Frequently appealed to Soviet government for permission to return to USSR.
