Alexey studied at the Faculty of Philology in Smolensk State Pedagogical Institute named after K. Marx in 1997, at the Moscow State Institute of International Relations, Ministry of Foreign Affairs of the Russian Federation with the degree in “Jurisprudence” in 2001.
Since 1998, he has been Deputy Chairman of the Committee on Youth, First Deputy Chief of the General Department of Labor and Social Development of Smolensk Administration.
Since 2002, he has been Deputy Executive Director of the Social Support Fund of Smolensk. In 2003, he moved into Employment Department of the Ministry of Labor and Social Development of the Russian Federation. He worked there as Chief Specialist, Deputy Head of the Department, Head of the Department.
Since 2004, he has been the Head of the Administration of the Alternative Civil Service and Labor Migration of the Federal Service for Labor and Employment.
Since 2006, he has been the Head of the Department of Social Protection of Tver oblast.
In December 2007, he was appointed Deputy Head of the Federal Service for Labor and Employment.
