He graduated from the Kharkov Institute of Engineering and Economics. In 1981 he defended his Ph.D. thesis, in 1997 - a doctoral thesis on "Macro marketing in the Russian economy in transition: methodology and practice".
Since 1981 he had been the head of the department, head of Moscow cable factory laboratory.
Over a period of 1984-95 he was Economics Department assistant, associate professor; head of the Marketing and Management Department of the Moscow Institute of Fine Chemical Technology (MITHT) of Lomonosov Moscow State University.
Since 1995 he was President - Chairman of the Board of a non-profit "Russian Marketing Organization". Over a period of 1995-1997 the Chairman of the Scientific Advisory Council of the State Committee of the Russian Federation for the Management of State Property (State Property Committee).
From 1996 to 1997 he was a member of the State Property Committee Board of the Russian Federation, a member of the Russian Federal Property Fund (RFFI) Board. From July 14, 1997 he worked as the First Deputy Chairman of the State Property Committee of the Russian Federation.
In 1998-99, First Deputy Minister of State Property of the Russian Federation, in January-March 1999, temporarily acted as Minister; the Board of Directors Chairman of OJSC "Rosgosstrakh" (since 15.10.1997). Since Nov. 2000 State Secretary - First Deputy Minister of Property Relations of the Russian Federation.
In Apr. 2004 left the civil service. Since 2004 he has been the Advisor to the Minister of Economic Development of the Russian Federation. He is the Head of the Commission for the Development of the Market for Affordable Housing Council on Priority National Projects under the President of the Russian Federation.
Co-founder of the “Park-Development” company, one of the largest companies, specializing in the amusement parks construction; Member of the OJSC "LUKOIL" Board of Directors. On the 12th of August, 2008 he was appointed the General Director of the established Federal Fund for Housing Development. Author of several monographs and scientific works on marketing.
Married, his wife is Inna Yakovlevna Shvidko (born November 4, 1963 in Moscow); has a son Anatoly (born August 5, 1985, carried Shvidko surname until 1989).
