Not illustrated. 1903 Excerpt: ...backbone of the land?' This may not be taken as an isolated case. The lament is only one of many which continually crop up in the Cape Colony. At the recent Bond Congress similar complaints were uttered of want of farm labour and the apathy of the Government, while Colonel Stanford, Chief Inspector in the Transkeian territories of the Cape Colony, in an official report contained in a Blue-book on native affairs for 1903, stated that: 'The 'question of a labour supply for this colony (I am not 'now referring to a supply for the Eand) is a most 'serious one, and is of very much more importance than 'many of the questions exercising the minds of our 'legislators, for unless the farmers of our colony can 'obtain sufficient native labour to carry out the neces'sary work on the land, a very large number of the farms 'will be thrown out of cultivation altogether, whilst 'many others will only be partially cultivated, thus re'ducing the food supply. The cultivation of the land 'is of paramount importance to the public, especially in 'view of the large influx of population which is going 'on, and the high cost of the necessaries of life. I am 'not prepared to indicate the lines upon which this state 'of matters is to be remedied. I leave it to the united wisdom of our members of Parliament to formulate a 'scheme for solving this vital question. I bring the 'matter forward as one that must, in the interests of the 'country, sooner or later receive the earnest attention 'of the Legislature.' Accentuating this official warning, last June, labour for the agricultural and horticultural industries of the Cape Colony was discussed at a meeting of the Western Province Horticultural Board.
