Alexander Davydenko was born on the 9th of June, 1954, in Ulan-Ude, Buryat Autonomous Soviet Socialist Republic (nowadays Russian Federation).

In 1980 he graduated from Eastern Higher Engineering Marine School named after Admiral G. I. Nevelskoy on specialty “Exploitation of water transport”.
Since 1980, he was replaceable engineer-technologist, engineer-technologist, head of the 6th pier, head of the container department of the Vladivostok sea trade port. Since 1984, he was in leadership positions at the Moscow railway, between 1988-1995 he was the Ministry of Marine fleet of the USSR and the Ministry of Transport of the Russian Federation.
Since 1995, he was General Director of CJSK “Center-TEK” (Moscow), since 1997 he was general director of JSC "Morcenter-TEK" (Moscow). Since January 2005, he was the Director of the department for state policy in railway, sea and river transport of Ministry of transport of the Russian Federation. On 3 September 2005, he was appointed Head of the Federal Agency of Maritime and River transport.
