In 1986 he graduated from the Kuibyshev Construction Engineering Institute named after Mikoyan , in 1992 - Moscow Institute of Law.
Since 1986, he was the Head of the organizational-instruction Department, since 1987, he was the Director of production of the enterprises of housing and communal services Bolshechernigovsky Executive Committee (Samara Oblast).
