Career
In 1972-74 he served in the ranks of the Armed Forces of the USSR.
Since 1974 - the engineer, senior engineer, senior research fellow, deputy director of the Academy of communal services named after. K.D. Pamfilov. Since 1997- Deputy General Director of the Union of Housing and Communal Services of Russia.
Since August 1997 - the Deputy Head of the Housing and Utilities Reform Department of the State Committee of the Russian Federation for Housing and Construction Policy.
Since July 1998 - the Deputy Head of the Department for Reforming Housing and Communal Services, since 1998 - Deputy Chief, Head of the Housing and Communal Services Reform Department of the State Committee of the Russian Federation for Construction and Housing and Communal Services.
Since June 2004 - Deputy Director of the Department of Construction and Housing and Communal Services of the Ministry of Industry and Energy of the Russian Federation, since April 2005 –of the Department of Construction and Housing and Communal Services of the Ministry of Regional Development of the Russian Federation.
Since June 2005 - the head of the Directorate for the formation of programs for the reconstruction and major repairs of buildings and structures, since September 2006 - the Head of the Department for Coordination of the Development of the Territory of the City of the Department of Urban Development Policy, Development and Reconstruction of Moscow.
In the November 2007 he was appointed director of the Department of Housing Policy, and in 2008 – of the Department of Housing and Communal Services of the Ministry of Regional Development of the Russian Federation.
