Alexander Grishin was born on the 25th of April, 1955, in Moscow, Russian Federation. He is the son of a professional scout, colonel general Viktor Grushko.
In 1977 Alexander graduated from Moscow State Institute of International Relations of Minister of Foreign Affairs of the USSR.

Since 1977, he was on the diplomatic service. He worked in various diplomatic posts in the central apparatus of the Ministry of Foreign Affairs and abroad, including the Soviet Embassy in Belgium.
Since 1995, he was the Head of Department for Security Affairs and Disarmament of Ministry of foreign Affairs of the Russian Federation, between 1996-2000 he was the Head of the delegation of the Russian Federation on military security and arms control in Vienna negotiating forums, the representative of the Russian Federation to the Joint consultative group on Treaty on conventional armed forces in Europe, the Open Skies Consultative Commission at the Organization for Security and Cooperation in Europe Forum(OSCE) on cooperation in the field of security.
Then he became the Chief Counsellor of the Department for Security Affairs and Disarmament of the Ministry of Foreign Affairs of the Russian Federation. Between 2001–2002 he was the Deputy Director, since November 2002, he was the Director of Department of European cooperation. On 6 September 2005 he was appointed Deputy Minister of Foreign Affairs of the Russian Federation. He supervises European and North Atlantic organizations.
He is married and has a son and a daughter.
