In 1961 Alexander Volkov graduated from the Air Force Academy, in 1973 finished the Military Academy of the General Staff.
Since 1951 he worked as the pilot, the senior pilot, the commander of the bomber aviation regiment, the deputy commander, the commander of the air squadron, the deputy commander of the aviation regiment of the Moscow Military District. Since 1969 he held the post of commander of a heavy bomber regiment, commander of an aviation division of the Central Asian Military District. Since 1973 Alexander Volkov was in a post as the deputy commander of the aviation corps. Since 1975 occupied the position of commander of a separate heavy bomber aviation corps of long-range aviation of the Moscow Military District. Since 1979 he was in a post as the commander of the Military Transport Aviation, a member of the Military Council of the Air Force of the USSR. Since 1986 Alexander held the position of deputy commander-in-chief of the USSR Air Force. From 1987 to 1990 Volkov held the post of the Minister of Civil Aviation of the USSR. Also, he was a member of the Supreme Soviet of the 11th convocation.
