Lives in Ostrogozhsk (since 1971). Since 1975 the director of the children's art school named after I.N. Kramskoy, on the basis of which the House of Crafts was opened.
Since 2006 at the same time the head of the culture department of the Ostrogozhsky District Administration. Participant of regional and all-Russian art exhibitions.
Ishutin published many articles in the journal "Young Artist" on the problems of art education. The author of the documentary "Touch the living water" (Ostrogozhsk, 1997), the project "Draw children of small cities of Russia" (2002-2003, 2005). Disciples of Ishutin are winners of many regional, all-Russian and international competitions, including: "The past, the present and the future in children's creativity" (Moscow, 1997), "The Rainbow of Fantasies" (Moscow, 2001), "My Family" (Moscow, 2002).
