He studied at the Voronezh School of Theology, the Law Department of Kharkiv University, the Medical Department of Voronezh State University, Voronezh Practical Institute. He graduated from Leningrad Engineering Institute of Transport.
Askochensky worked as a chief engineer, manager of construction and mounting enterprise Chirchikstroy. He also was a Deputy Minister of Cotton Farming, Agriculture of USSR. Since 1957 he was appointed chairman of the Department of Hydrotechnics and Reclamation of the All-Union Academy of Agricultural Sciences named after V. I. Lenin. He participated in the design and construction of the Great Fergana Canal, the meliorative complex on the Chirchik River in Central Asia and also the Kara Kum Canal.
