Career
Born in Belfast to soap and candle manufacturer William Bell Allen and Ruth Johnston Sayers, his family arrived in Sydney in 1841. He was dismissed from his apprenticeship to an engineers" firm after supporting early closing and the eight-hour day. In 1887 he was elected to the New South Wales Legislative Assembly as the Free Trade member for Paddington.
He served until his defeat in 1894.
He died in Waverley in 1917.
