From 1943 to 1945 he took part in the War for the liberation of Albania from Germany fascist occupation. After getting a higher military education in the Soviet Union in 1948 he turned back to his motherland and served in the capital Tirana as the commander in the Joint Officer School. In 1949 Alfred Moisiu was transferred into the position of lecture in Albanian military Academy, where he worked till 1951.
After a short period of teaching in the Academy the future president of Albania was sent for training in the Soviet Union. After returning Moisiu continued his military career in the engineer department of the Ministry of Defense. At the same time with his studying from 1966 to 1971 he commanded of the pontoon brigade.
In 1971 Alfred Moisou was appointed as the head of the Engineering and fortification developments of the Ministry of Defense. Under Moisou leadership lots of concrete bunkers were built for protection of Albanian people. For such actions a seventy-fifth year general is nicknamed as “the father of bunkers”. In 1984 Alfred Moisou left a military service in the rank of general.
He returned into policy in December 1991, when he was pointed the minister of Defense in the Vailson Ahmeti’s Government, composed of the experts who have been the predecessors of the first democratic parliamentary in post-communist Albany.
On this post Moious was until April, 1992, when a new government was formed. He was offered a position of a defense minister adviser, than he was appointed as the deputy of a defense minister, who was responsible for a defensive policy of Albania.
In 1994 Alfred Moious founded the Albanian North Atlantic association and became its president.
On January 24, 1995 the general as the president of the association sign the agreement with NATO about Albania’s participation in the program “Partnership for peace”. In 1997, when the Social Party came to power, Moious lost his position in the Defense Ministry.
For the next few years he participated in public activities, organized some international conferences, where the problem of South-Eastern Europe safety and defense were discussed and the control of arms, which are accumulated at population.
In 2002 Alfred Moious was nominated as the president from all political parties, and on July 24 with an overwhelming majority of votes he was elected as the head of the country.
After coming to power he focused on the strengthening of parliamentary democracy, the stabilization of the judicial system and Albanian integration in euro Atlantic structures.
Albanian president Alfred Maious contributed in the strengthening of the regional partnership in South-Eastern Europe. He also managed to organize interethnic and interreligion dialog in the region.
The reforms, which were carried out by Alfred Moious, strengthened legality and democracy, raised the contribution of Albanians into the struggle against an organized crime and international terrorism, what allowed Albania became a trusted and capable collaborator of the countries of Euro Atlantic Union.
Albanian president denounces terrorism. After tragically events in northossetic town Beslan Alfred Moious one of the first sent the message to Russian president Vladimir Putin. This message contained next words: “…the news about innocent lives, which were lost as the result of the terroristic act in one of the schools of the North Osset became a very serious case, which caused the feeling of compassion. Your citizens became the innocents of the international terrorism and heartless terrorists. Such actions strengthen the opinion that the war against terrorism will be continued till final victory”.
