Bachelor of Arts, University of San Francisco, 1902. Bachelor of Science, University of California, 1906.

Career

Cons. engineer for State of California on development of its water resources, 1921-1930. Chief engineer Construction Company of N. America, in charge of Hetch Hetchy tunnel, Muscle Shoals analysis and bid, Kennet project, and San Francisco-Oakland Bridge via Rincon Hill. Pioneer engineering on Mokelumne River water supply project and American River Reservoir development, in Sacramento-San Joaquin Delta.

Formerly chief assistant city engineer of San Francisco, and acting city engineer. Appointed city administrator of San Francisco, January 8, 1932.
