He was the son of bank commissioners Adolf Bagge and Sigrid Schuberth.

He was appointed fiscal in Svea Court of Appeal in 1910 in 1910 where he became Councilor of the Court of Appeal in 1911. In 1915 he became audit secretary and in 1927 district chief in Sollentuna and Färentuna domsaga. Bagge also assisted the Ministry of Justice in 1913–1921 in drafting a number of laws and bills in the criminal process and special criminal law. He later devoted himself to international maritime law, as chairman of the Maritime Law Committee in 1921 and an expert in the Ministry of Justice in international negotiations in the field of maritime law from 1923. Bagge was also president of the Anglo-German Arbitration Court in London in 1925–1926, and the Swedish government's in 1922.
He married in 1913 Gerda Anna Vilhelmina Antell (1880–1940).
