Entered Educational Department of Privy Council Oflice, 1876. Private Secretary to three Vice-Presidents of the Committee of Council on Education, viz.: Mr. Stanhope, 1885; Sir H. Holland, 1885-1886, and again 1886-1887.
Sir W. Hart Dyke, 1887-1892. Private Secretary to Lord President of the Council (Duke of Devonshire), 1895-1898. Chairman of the Departmental Committee on Physical Deterioration, 1903-1904, and of that on the Mid wives Act, 1909. Clerk of the Privy Council since 1898.
