Born in Dobson, North Carolina, Folger attended public schools in Surry County and attended the University of North Carolina at Chapel Hill. Folger graduated from University of North Carolina with a bachelor"s degree in 1912 and a law degree in 1914.
Admitted to North Carolina bar, 1914, and began practice at Mount Airy. Member firm Folger and Folger since 1914. Judge Superior Court of North Carolina, 1936-1937.
Member 76th to 80th Congresses (1939-1949), 5th North Carolina District Democratic national committeeman from North Carolina since 1936.
