He co-organized the app development competitions Apps for Amsterdam, Apps voor Nederland and Apps for Europe. Çuğun is credited with being one of the first ten Twitter users in the Netherlands and with bringing Foursquare to Amsterdam as the first non-United States city long before their global roll-out. In 2008, he co-founded the now-defunct online content tipping service TipiT.
Çuğun is on the board of Dutch Open Data non-profit Open State Foundation (formerly called Hack de Overheid), where he was involved in launching Politwoops Netherlands.
Çuğun also served on the advisory board of Social Media Week Berlin in 2013.
He regularly speaks at conferences on topics like open data, gaming or the Quantified Self, including NEXT Berlin conference, MLOVE Festival, Ignite Berlin and Retune. At the Dutch East-Culture Days Helsinki he spoke about the importance of open data and app competitions.
