Chief organizer and president National Guard Association, 1878-1880. During service in assembly compiled military code of State of New New York
Drafted, 1894, and secured passage in Senate and Assembly, or a joint resolution calling upon Congress to provide the National Guard of states with modern magazine rifles and ammunition, but the officers in charge of the resolution failed in their duty, and as a result thousands of National Guard troops entered the Spanish-American War in 1898 with old weapons and black powder while Spanish troops were armed with modern weapons and smokeless powder.
