Parker, Amasa Junius was born on May 6, 1843 in Delhi, New York, United States. Son of Judge Amasa Junius and Harriet Langdon (Roberts) Parker.


Bachelor of Arts, Union College, 1863, A. M., 1866, Doctor of Laws, 1904. Bachelor of Laws, Albany Law School, 1864.


Admitted to bar, and law partner with father, 1865-1890. Member of New York Assembly, 1882, Senate, 1886-1887, 1892-1893, 1894-1895. A.-d.-c. and maj, 3d Division, N.G.S. New York, 1866.

Lieutenant-colonel, 1875. Colonel 10th Regiment Infantry, 1877. General of its 3d Brigade, 1886-1891.

Chief organizer and president National Guard Association, 1878-1880. During service in assembly compiled military code of State of New York. Drafted, 1894, and secured passage in Senate and Assembly, or a joint resolution calling upon Congress to provide the National Guard of states with modern magazine rifles and ammunition, but the officers in charge of the resolution failed in their duty, and as a result thousands of National Guard troops entered the Spanish-American War in 1898 with old weapons and black powder while Spanish troops were armed with modern weapons and smokeless powder.

Rank of major general on retired list conferred by special act of legislature of New York, 1933. Trustee Albany Law School, and president board nearly 25 years. Alumni trustee Union College and governor Union U. many years.

Trustee Albany Medical College. 16 years trustee Union Trust Company of New York. 16 years manager and president board of managers Hudson River Eastern State Hospital for Insane, Poughkeepsie, New York.
