He graduated from the Tokyo Higher Commercial School (1912) and entered the foreign service.
He entered the foreign service. Was promoted to chief of the Intelligence Bureau (1933). Served as consul general at Canton and Harbin, as minister to Switzerland, as ambassador to Italy and as Vice-Foreign Minister and became (1943) president of the Board of Information.
