Admitted to Ohio bar, 1876, and in practice at Elyria. Prosecuting attorney, Lorain County, 1888-1894. Judge Common Pleas Court, Lorain County, 1901-1904, and since 1922.
Member 58th and 59th Congresses (1903-1907), 14th Ohio District.
Offered in Congress while a member, and secured a hearing, on the first prohibition bill ever presented in that body to make the District of Columbia dry. Active worker for prohibition and woman suffrage for years.
Worked for enactment of 18th and 19th Constitutional Amendments. Trustee Baldwin-Wallace College, Huron Road Hospital (Cleveland).
