He graduated from the Faculty of Mathematics and Mechanics of the Voronezh State University (1968).
He started his career, working as a lecturer of the Voronezh State Pedagogical Institute (1969-1976). In 1976 he became an assistant, senior lecturer in the department of Theory of Functions and Geometry, Mathematical Faculty, Voronezh State University. Author of more than 15 scientific and educational works in the specialty.
Since his student years, Kaplan has been an organizer and participant of amateur art activities at Voronezh State University. He was a head of the vocal group at the Theater of Miniatures (since 1965), founder and music director of the Theater of a Song (since 1971). Later he became a winner of the Voronezh Prize. He participated and became a laureate of many festivals in the country and abroad, including the World Festival XII of Youth and Students (Moscow, 1985).
He created over 150 songs for local productions for the Theater of Young Spectators (“Katya and Miracles”, “Misfortune from the Tender Heart”), Voronezh Drama Theater (“Muha-Tsokotuha”, “Russian Vaudeville”), the Youth Theater (“The Glass Menagerie”, vaudeville by Eugene Labish).
