From 1977 to 1991 he held leading positions in the party and Soviet bodies of Moscow. He was a member of the CPSU. In 1992 he moved to the Office of the President of the Russian Federation. Since 2002 he worked as a Deputy Manager of the President of the Russian Federation. On July 1, 2004, he was appointed the Head of the Main Department of Public Catering of the Presidential Administration of the Russian Federation.
