Ando Masazumi was born in 1876.
After graduation from Tokyo University, he studied at Waseda University and the Tokyo Foreign Language School.
He joined the editorial staff of the Tokyo Asahi Shimbun and became its editor-in-chief and then manager. Elected to the House of Representatives ten times. He was a counsellor of the Education Ministry and Parliamentary Vice-Minister for Education. Purged in 1946 and reinstated in 1950. Was appointed State Minister in the fifth Yoshida Caomet (1953), and Education Minister in Hato-yama Cabinet (1954).
