Boltho was born on October 13, 1939 in Berlin, Germany; the son of Alexander and Ellis Boltho. He arrived in Italy in 1940.
Boltho received a Bachelor of Science degree from London School of Economics in 1962. A year later he got a Diplôme d'études secondaires from the University of Paris. In 1968, Andrea earned his Bachelor of Letters degree from the University of Oxford. Also in 1977, he was given a Diplôme d’études universitaires générales from the Institut national des langues et civilisations orientales.
Boltho began his career as a head of the Growth Studies Division and editor of the Economic Outlook in the Department of Economics at Organization for Economic Cooperation and Development in 1966. Eleven years later he was appointed a fellow and tutor at Magdalen College, where he specialized in international and applied macroeconomic issues. Since 2007 he has been a professor emeritus at the same college.
In addition, Andrea was a visiting researcher at the Economic Planning Agency in Tokyo from 1973 to 1974. In 1985, he held a position of a visiting professor at the University of Venice and at International University of Japan. In 1991, Andrea took the same position at the University of Paris and Johns Hopkins University SAIS Europe in 1992. He worked as a visiting professor at L'Institut européen d'administration des affaires in 1998-1999. Also Boltho was a consultant at the World Bank.
