Busygin studied at the Kazan State University at the Faculty of History(1969) and at the Academy of Public Administration of President of Russia.
During 1972-1987 he was working at the Department of Political Economy of Kazan State University as Assistant, Senior Lecturer, Senior Researcher. Since 1987 became the Head of the Department of Science and Educational Institutions, the First Deputy Head of the Ideological Department of the Tatar regional committee of the CPSU. Since 1990 worked as a research advisor of the National Policy Department, an assistant member of the CPSU Central Committee. During 1991-1992 was working as Associate Professor of Economic Theory of the Bauman Moscow State Technical University. Since 1992 was appointed Professor of the Russian Academy of Management. During 1994-1996 was the First Deputy Head of Staff of the Federation Council. In 1996-2005 he was working in various senior positions in the Administration of the President of the Russian Federation as the 1st Deputy Head of the Main Territorial Administration. Since 2005 was the First Deputy Minister for Territorial Entities Affairs of Moscow Region. On April 12, 2006 was appointed Deputy Minister of Culture and Mass Communications of the Russian Federation. On May 12, 2008 the Ministry was renamed tinto the Ministry of Culture of the Russian Federation, and on June 9, 2008 Busygin was appointed the Deputy Minister.
