Graduated from Kiev University in law, 1913.
Joined the Bolshevik Party, 1920. Rector of Moscow University 1925-1928. Worked at the Ministry of Education of the RSFSR, 1928-1931.
From 1931, worked in the Soviet legal system. State prosecutor, 1935-1939, gaining notoriety by his appalling behaviour at the Stalinist show trials of the period, publicly humiliating some of the best-known leaders of the state and party, and making quite unbelievable accusations. Rewarded by being appointed member of the General Committee of the party, 1939.
Put his experience into theoretical form in TeoriiaSudebnykh Dokazaielstv v Sovetskom Prove, 1941. Later worked in high government and diplomatic posts-Deputy Prime Minister of the USSR, 1939-1944, Deputy Foreign Minister, 194049, Foreign Minister 1949-1953. From Stalin’s death, March 1953, again Deputy Foreign Minister, and Soviet representative at the United Nations, 1953-1954.
When de-Stalinization was beginning to gain ground, died suddenly in New York of a heart attack.
