Born in Washington, District of Columbia, Bradley received an Bachelor of Laws from Harvard Law School in 1867. He was thereafter a professor of law at Columbia University in Washington, District of Columbia. On March 19, 1889, Bradley was nominated by President Benjamin Harrison to a seat on the United States District Court for the District of Columbia vacated by West.M. Merrick. Bradley was confirmed by the United States Senate on March 23, 1889, received his commission the same day, and served until his death.
