Andrew Tulloch is an Australian lawyer based in Melbourne, whose practice focuses on maritime, aviation, and transport insurance law. He was a partner at Phillips Fox for many years before joining Colin Biggers & Paisley as a partner in 2013, and he has contributed to aviation law publications and insurance law commentary.
Background
Tulloch studied at the University of Melbourne, where he completed a Bachelor of Arts and a Bachelor of Laws. In an interview he explained that he was the only lawyer in his family, although a grandfather had been involved in the law in Victoria. Professional profiles place his university studies at the University of Melbourne between 1972 and 1976.
Founded in 1853, the University of Melbourne is the oldest university in Victoria and a major centre of Australian higher education. His legal training therefore began in the Victorian university system that later supplied much of the state's legal profession.
Education
Tulloch studied at the University of Melbourne, graduating with a Bachelor of Arts and a Bachelor of Laws. Founded in 1853, the university is the oldest in Victoria, and his combined degree paired an arts education with legal training.
He was admitted to practise law in Victoria on 4 April 1978, which marked his entry into the legal profession in the state.
Career
Tulloch was admitted to practise on 4 April 1978 and began his legal career in Melbourne. Early in his career he worked at Phillips Fox under a partner who specialised in marine insurance, and through that partner he became involved in marine and later aviation insurance.
Phillips Fox was an Australian law firm that formed an alliance with DLA Piper in November 2006 and was absorbed when DLA Piper opened in Australia in May 2011. Tulloch became a partner at Phillips Fox and remained there for many years. The firm's integration into DLA Piper was completed on 1 May 2011, after partners of both firms approved the merger in February.
In 2013 he joined Colin Biggers & Paisley as a partner. The firm was established in 1900 in Sydney and grew from a boutique Sydney practice into a national firm through mergers, including its 2012 combination with the Melbourne insurance firm Monahan + Rowell and its 2013 merger with the Brisbane firm Hemming + Hart.
His practice focuses on trade and transport law, supply chain and logistics, and maritime and aviation insurance. He acts for cargo and hull insurers, advises port authorities and ship and airline operators, and has worked on insurance policy interpretation and drafting. Much of this work engages the Marine Insurance Act 1909 (Cth) and the Insurance Contracts Act 1984 (Cth), which govern marine and general insurance contracts in Australia.
He has written the Australian chapter for several editions of The Aviation Law Review, including the eleventh edition published in August 2023. He has also been joint editor of the marine and aviation annotations to the LexisNexis publication Australian Insurance Law for more than twenty years.
