Educated at the Faculty of International Economic Relations of the Moscow Financial Institute.
Career
In 1986-91 he served in the ranks of the Armed Forces of the USSR.
Since 1991 he worked in the International Moscow Bank: an expert, chief expert, deputy head of the correspondent relations department of the Office of Currency and Cash Operations and Correspondent Relations. In 1993 he moved to the United Export-Import Bank: Head of the 2nd Regional Department of the Correspondent Relations Department, Deputy Head of the Department of Specialized Budget Operations, Head of the Defense Enterprises Department.

Since 1998 - First Deputy General Director of the holding company "Novye programmy I koncepcii". Chairman of the Board of Directors of OAO “Sudostroitelny zavod “Severnaya Verf”, OAO “Severo-zapadnoe parohodstvo”, OAO “Moskovskiy radiotekhnicheskiy zavod”, member of the Board of Directors of OAO “Zavod imeni Degtereva”, OAO “Kovrovskiy Mehanicheskiy Zavod”. Since 2004 - the head of the Shipbuilding Industry Department of the Federal Agency for Industry. In June 2005 he was appointed deputy head of the Federal Agency for Industry, coordinated the activities of the accounting and finance departments, civil industries, shipbuilding industry, aviation industry.
On 10.10.2007 he was appointed the head of the Federal Agency for Industry of the Russian Federation. On 12.5.2008 the federal agency was liquidated. In compensation Dutov received the post of President of the United Shipbuilding Corporation.
