After 1917 February Revol mem Minister of Agric in Provisional Government. From 1917 Minister of Finance in first coalition government. 2 July 1917 resigned together with other Constitutional-Democratic ministers.
Later leader, Constitutional-Democratic faction, Petrograd State Duma. Took part in Pre-Parliament. Also elected to Constituent Assembly.
27 November 1917 arrested by Bolsheviks in Petrograd and interned in Peter and Paul Fortress. 6 January 1918 transferred to hospital.
